GET READY TO READ

Start thinking about what you will be reading before you even begin to read.
First, choose a section to read. If the reading is divided into chapters, a chapter
is a good place to start. If it’s a long chapter with sub-headings, begin
with the first sub-heading. Look at the title of the chapter, the sub-heading,
or the article only.Write down your answers to these questions:
• What does the title make you think of?
• What do you expect the reading to be about?
• What questions do you expect the reading to answer?
If Sally, who we met in the beginning of this chapter, followed this
advice, her mind wouldn’t start to drift to other things, like what she’s
doing tonight, or how she’s going to get home. She would be actively
engaged in deciphering titles in her marine biology book.Making a study
plan and sticking to it would help Sally stop daydreaming.


GETTING MORE OUT OF READING

To make sense of what you read, first study the title and any illustrations
to come up with the main idea of the reading. Come up with questions
that the text should answer. You want to have clear images in your head,
and a clear sense of the order of events of what you’re reading or listening
to. Stop when you come to something new or confusing. Connect it with
what you already know, to help your brain file it as something learned.
After you read, you think back on what you read, and how you read it.

Practice Tips

Practice pre-reading the next time you’re reading a newspaper or
magazine article, or even watching a film. Pre-read the title of the film or
reading matter, and then pay very close attention to what’s happening in
the beginning. Try to predict the ending, based on what’s happening or
being discussed at the start. Have fun!

Practice Tip

Twenty minutes or so before you go to sleep tonight, read over (or listen
to) something you want to remember. Tomorrow morning, read or
listen to the same thing again.

ACTING OUT

What if you’re studying something and, despite your best efforts, you
don’t find anything of particular interest in it? Sometimes you just can’t
find anything that you can connect with.
In that case, pretend you’re someone else who can relate to the material
and has an interest in it! You can become interested in a subject when
you involve yourself in it, even when you’re just role-playing. (See Chapter
5, “Learning by Doing,” for more on role-playing and other ways to be
an active learner.)
• Pretend you’re the instructor; decide what will be the focus of the
next class. Let that direct your studying.
• Act! Take on somebody else’s interests. If you’re studying management,
for example, assume the role of a business executive. If
you’re studying for a science course, pretend you’re a research
biologist. And so on.

Learning New Material

New material will be absorbed more readily if you study when you’re
comfortable and your mind is fresh. Try getting up a little earlier than
usual in the morning to study while you have fewer distractions.
New material stays in a certain part of your brain—a kind of holding
area—for only three days or so. To ensure that you cement it more
permanently in your memory, review the material as soon as possible.

KEEP FOCUSED

Before you start your science project or begin to study for that test, decide
how long you want each study session to be. Can each be 20 minutes
long? That’s about how long most people can stay really focused on the
task at hand. But perhaps it’s less for you—maybe 10 or 15 minutes. Or
maybe it’s more like 25 or 30 minutes.Whatever you find is best for you,
try to stick to it.

Practice Tips

In the text you’re studying, or in a newspaper, find a word you don’t
know. Cover that word. Look at the rest of the sentence and decide
what the sentence could mean without the word you covered. If the
sentence isn’t clear on its own,write what you know for sure about the
meaning of the sentence. Try to draw a picture of the sentence, or to
make sense of it in any way that suits your learning style. Now, ask
yourself what you need to know to make the sentence clearer. Write
down your questions or record them into an audiotape.
Then go back to the original sentence and choose a word or phrase
that could replace the unfamiliar word. Check to see that your word
or phrase makes your picture clearer. You made a definition based on
what you knew—the words around the unknown word—to find out
what you didn’t know.
Now look in the dictionary and see how close you came!

BECOMING AN ACTIVE LEARNER

When you’re an active learner, you feel more in control of your studying.
You’re actively using your questions, your answers, your images, your
order. You’re noting what’s important to you. You’ll find you want to
study when you’re making these decisions for yourself. Assume
responsibility for your own learning, and learning will become enjoyable.
One way to be an active learner is to think ahead before you read
something.
Right now, write the answers to these questions in your notebook,
or speak them into your tape recorder.
• What are you expecting to happen in this chapter?
• What questions do you have about this chapter?

Practice Tips

• Study actively. Before you study, think of a real-life use for the subject
at hand. Imagine yourself as a professional involved with the
study material. If you’re studying management, pretend you own
your own company; if you’re studying chemistry, think of yourself
as a chemist; and so on. Keep your character in mind as you create
and answer questions from the text or audiotape, make notes, and
review your study session.
• Study by moving.After a study session, take a notepad and pen with
you as you go for a walk of at least 20 minutes. Choose a time when
you don’t feel rushed.As you’re walking, think about what you studied.
Stop and write down these thoughts as they come to mind. You
might also discover new connections with old material

Move Around to Refresh and Re-focus

Larry was so nervous about a civil service test coming up that his
brain would freeze whenever he tried to study. He would open his
book, and although he knew what the words meant, he just
couldn’t put them together. He sat there trying to study, but nothing
seemed to make sense. All the while, he was thinking of how
important the test was and how he had to get a good grade. In
frustration, he got up and went for a walk for half an hour. Then
a strange thing happened. The more he walked, the clearer his
head felt. After awhile, he found himself thinking about what he
had been trying to study. When he returned to his book, the
words made sense for the first time.

ARE YOU AN IMAGE THINKER OR A SEQUENTIAL THINKER?

TIPS FOR IMAGE THINKERS

Here are some tips to help you if you learn best by thinking in
images:
• To make the most of reading: Take notes by drawing pictures
that come to mind or describing the pictures in your head into a
tape recorder.
• To make the most of writing: Describe the pictures in your head
on paper or into a recorder, and then write what you play back.

TIPS FOR SEQUENTIAL THINKERS

• To make the most of reading: Write and re-write your notes in
list or outline form, putting details under major topic headings. If
you’re using a tape recorder, read your list into it. As you play it
back, listen to any changes you want to make so that the order is
clearer or stronger for you.
• To make the most of writing: List or outline what you want to
say. Your outline might be a series of questions. If so, put similar
questions together to form categories. If you’re using a tape
recorder to get started, read your questions into it, play it back
and re-record any changes that make the order clearer to you.

Here are some other ways to build up your seeing and hearing:
• See more: Check with your local or school library on viewing

Here are ways to make the most of using your eyes in studying, whether
they’re your learning strength or not.

WHEN LISTENING

When you’re listening to something you want to remember, try drawing
a picture or taking notes. If you’re drawing, draw what comes to mind
right away. These are your notes, so they have to make sense to you! Stick
figures are fine. If you’re writing, pretend you’re a newspaper reporter
with a lot of readers. It’ll help you focus on what’s important, and your
notes will be clearer to you if you pretend you’re writing them for
someone else.

WHEN READING

When you’re reading something you want to remember, draw or write. If
you’re writing, try choosing the most important word in a sentence, then
the most important sentence in the paragraph. Underline it if it’s your
own book; if it’s not, write it in your notebook. Explain why it’s important;
summarize what you read in words. If you’re drawing, make a series
of pictures, just like in a comic strip, summarizing what sticks out in your
mind about what you read.

Learning a New Language?

When you’re reading something you want to remember, try reading out
loud. Listen to your voice and change the sound of it when the mood of
what you’re reading changes. Have fun making deep and high sounds,
loud and soft sounds. Have you ever noticed in a play or movie, that just
before actors say something important, like, “The butler did it,” they
pause? There’s usually a pause after they say it as well. Decide what’s
important to you in what you’re reading, and try pausing before and after

you want to remember, whether it’s a tape of a speech or notes
you taped into a recorder. Now your ears have to do all the work! Try
the same thing when you’re on the phone or listening to news on the

your ears get the most out of what you hear by not letting what you see
get in the way.

BOOST YOUR EYE OR EAR POWER

OK, now that you know whether you learn better with your ears or your
eyes, what do you do to study more effectively? Whether you’re summarizing
what you read, or reflecting on what happened in the last class, try
one of these techniques:
• Give yourself something to hear: speak! Take notes by speaking
into a tape recorder. You can play this back not only at your best
study time (see Chapter 1), but in a headset when you’re commuting
to or from work, when you’re on your lunch hour, doing dishes
at home, or going for a walk.

PICTURE YOURSELF CALM

Think of a place that makes you feel calm. It can be a real place you’ve
been to, some place you’ve seen in a movie or photograph, or a fantasy
place you made up. Close your eyes and get a clear picture of this place
in your head. Try to imagine yourself really there. Sense what you see,
hear, feel, and smell.

For example, if you’re imagining yourself on a beach . . .
• See yourself sitting on the shore.
• Hear the gentle waves lapping the shore and an occasional
seagull calling.
• Feel the warm sand on your toes and the gentle breeze on your
shoulders.
• Smell the salt water.
By using your four senses in this imagination exercise, rather than
just one or two, you heighten the sensation of peace and relaxation,
making a mental image seem like reality.

• It’s hard for you to get started.
Knowing why you’re procrastinating will help you overcome the
tendency to put things off, and you’ll find it easier to get moving.

The Competitive Exams Preparation Forum Launched

This post is meant to introduce you to The Competitive Examination Preparation (CEP) Forum launched recently to help those who want to prepare for CSS and other competitive Examination in Pakistan.

Having passed Central Superior Services (CSS) Examination Pakistan, I feel that, simply studying is not enough. We need to understand the art of passing it and it is only possible when one has a guide who can provide him with timely advice on preparation related issues. For that matter, I happened to start a series of advice columns that received a very encouraging response by my readers and it kept me motivated to continue writing. To me, this was not enough. I always wanted to go for a better option but limited time never allowed me to run an extra mile. The things went on as such until Prometheus came up with idea of starting a CSS related forum. I was impressed with his work plan and motivation so agreed to help him out with all my heart and soul. Time proved that Prometheus was serious when he discussed this idea with me so with his firm determination he has started this Forum named “The Competitive Exams Preparation (CEP) Forum”. The Competitive Exams Preparation Forum aka The CEP Forum at the moment is passing through its beta but it has already a good collection of material on almost everything related to Competitive Exams Preparation. High time for CSS Aspirants 2010

The Competitive Examinations (CSS) 2010 is around the corner. Many of you might be knowing about it. The forms are going to be available at designated centers by Dec 1, 2009 and examinations are going to commence from March 6, 2010. This leaves a very little time for those who intend to appear for the said examination. In such a situation, one needs to have some strong strategy for the preparation. With this post I would like to put forward some points that might help the aspirants...

1. Broadly speaking only three months are left for the preparation. I, time and again, emphasize that for CSS preparation, time management is the key to success. Since only three months are left, aspirants need to recalculate the time at hand and study burden. Once done with it, they must distribute the time accordingly.

2. In my personal view, I would say that aspirants must target the Feb 15, 2010 as the deadline and keep rest of the 15 days till commencement of examinations for revision, relaxation and final touches. I and many of the qualified fellows had the similar strategy.

3. The writing practice once again is important. Try to practice writing as much as you can.

4. By Feb 2010, the papers must be final. So, give secondary importance to new current affairs items. Read daily Dawn for follow up and developments on the older issues and spend more time on other subjects and writing practice.

Paper Solving Techniques

solving a paper of css doesn't require ordinary techniques that one used to apply in school and university. while you are going to ink the answer sheet,sitting in css exam, you must understand two things viz: what is being asked ? and what would be the proper answer?
here is the simplified scheme to solve any paper ( islamiat is also included).
1. you have only first ten minutes to select the questions with rough idea.
2. when u have selected the question (except compulsory) find out those four questions which can be best answered by you.
3. remember that you dont have to beat about the bust, read the sequence of the things asked in question and answer all the key words one by one.
4. always use blue ink pen and keep ink remover with you so you have one chance to undo to what you did.
5. remove all cuttings that give bad impressions.

Cabinet rejects age relaxation for CSS exam

The federal cabinet on Wednesday rejected a summary moved by the Establishment Division regarding increase in the upper age limit for candidates appearing in the Central Superior Services competitive examination.

Addressing a cabinet meeting, Prime Minister Yousuf Raza Gilani said he could have rejected the proposal when it was first submitted to him, but had asked the relevant ministry to table it before the cabinet for approval.
He added that this was done to promote the culture of consulting cabinet members in the decision making process and promoting democratic practices in the country.

Gilani said it was necessary to keep the age limit at the existing level in order to attract the best among the country’s youth.

CSS exam's new policy | WWF-Pakistan scholarships

2011 CSS exam to be held under new policy
Faisalabad, May 27: The Federal Public Service Commission (FPSC) will organise Central Superior Services (CSS) examinations for the year 2011 under a new policy in which a five-year-age relaxation would be granted in the upper age limit. Under the new policy, the minimum education qualification of candidates would be 16 years of education, FPSC Research Director Muhammad Sarwar told outgoing graduates of the University of Agriculture, Faisalabad (UAF) on Tuesday.

He said his office conducts CSS examinations once a year, and advertisements for general requirements usually appear on the first Sunday of every month. Sarwar urged the students to work hard and appear in the examinations as well as in interview with confidence and excellent communication skills. He said that in addition to the quota reserved for females, women are getting more jobs on open merit due to their ability, talent and skills. He said that of 9,137 candidates who registered for CSS exams in 2009, only 5,145 had sat the examinations.

Military Lands and Cantonment group

The Military Lands & Cantonment Department is headed by the Director General, Military Lands & Cantonments. He is followed in hierarchy by an Additional Director General, assisted by five Regional Directors (i.e. Karachi, Quetta, Lahore Rawalpindi & Peshawar). They in turn are followed by Cantonment Executive Officers and Military Estates Officers.

The domain of the executive officers extends to cantonments in which they perform municipal and quasi-judicial functions. The executive officers have to generate the funds by levying different taxes/charges.

Each cantonment board is headed by a President Cantonment Board who is a serving armed forces officer and the cantonment executive officer is the Secretary of the Board.

Postal Group

The Postal Group mainly comprises the Pakistan Post Office which is one of the oldest departments of the Sub-Continent working under Pakistan Post Office Act, 1898. It is one of the largest public sector organizations with over 13,000 post offices dedicated to providing high quality postal and financial services at minimum possible cost. Besides, it also performs a number of important functions on behalf of other Federal and Provincial Government Departments / Institutions which, inter-alia include (1) Post Office Savings Bank, (2) Postal Life Insurance, (3) Civil & Military Pension Payments, (4) Collection of Utility Bills, (5) Renewal of Driving and Arms Licences, (6) Issuing P 1 V Licence etc. Organizational procedure and processes of the Post Office have been mastered through time and experience, and are ingrained In the organizational spirit and ethos.

Direct induction in the Gazetted ranks was a rare practice in Post Office Department. But as a result of reforms introduced in Civil Services structure by the then Prime Minister in the year 1972, the Postal Group was formed and young officers started joining the group regularly every year since 1973.

Until 1985, promotion in the Postal Group was also very rapid. But now a newly inducted officer in B-17 has to wait for about 10 to 12 years for his promotion in BPS-18. Yet the group has an edge over certain other services groups, such as posting in big cities, suitable medical, transport and accommodation facilities for its officers, and deputation to various training courses within and outside the country. The Postal Group is relatively a smaller group. Its present strength is only 183 officers.

The Pakistan Post Office is purely a public services department rendering diverse postal services to the customers with the sole mission of Khidmat, Dianat & Amanat. The dawn of the new millennium has introduced a great development in the postal area across the world, and the Pakistan Post Office today is playing a positive role in conveying and disseminating information and ideas relating to the whole range of human activities in political, social, economic, cultural, industrial and commercial sectors.

Pakistan Railways forms the life line of the country catering to all its needs for the large scale movement of freight as well as passenger traffic thereby contributing to economic growth and national integration.

Pakistan Railways is a multi-cadre/multi branch organization and can be dubbed as a mini-govt. For running a huge organization like that of Railways, various branches are serving to run the business smoothly. The Railways Commercial & Transportation (C&T) group plays the most important role as such it is the only cadre in Railways, inducted through CSS and is a part of Civil Services Academy Alumni C&T group is also called as operating and management department as it is solely responsible for the promotion of commercial business (freight & passenger) and for overall safety concerning train movement and operations.

Before 1971 Railways was a provincial subject as East and West Pakistan were under one unit system, and prior to 1973, this service was called the Pakistan Railway Service (PRS). Its officers were inducted through competitive examination. The probationary officers were trained at PR Walton Training School, Lahore directly. After 1973, like all other occupational groups, Railways C&T officers inducted through CSS, started its journey along with other occupational groups as commoners. The first Railways commoner was Mr Nasir Zaidi, whereas in 30th CTP almost 15 probationers started their career as probationary officers at CSA Lahore. Railway administration runs the department at three levels i.e. Ministerial level, Headquarter level and at Divisional levels (six divisions). Important policy and strategic matters are sought after at First level, whereas, operational and administrative policies are formulated at Headquarter level by GM Railways and COPS (Chief Operating Superintendent), and train operations and commercial affairs at divisions are carried out at divisional offices under the co-ordination of DS (Divisional Superintendent).

Despite various shortcomings and problems, officers of C&T group are striving for bringing the best in Railways and ultimately in Pakistan and are proud to be a part of Railways family of commoners.

Pakistan Railways forms the life line of the country catering to all its needs for the large scale movement of freight as well as passenger traffic thereby contributing to economic growth and national integration.

Pakistan Railways is a multi-cadre/multi branch organization and can be dubbed as a mini-govt. For running a huge organization like that of Railways, various branches are serving to run the business smoothly. The Railways Commercial & Transportation (C&T) group plays the most important role as such it is the only cadre in Railways, inducted through CSS and is a part of Civil Services Academy Alumni C&T group is also called as operating and management department as it is solely responsible for the promotion of commercial business (freight & passenger) and for overall safety concerning train movement and operations.

Before 1971 Railways was a provincial subject as East and West Pakistan were under one unit system, and prior to 1973, this service was called the Pakistan Railway Service (PRS). Its officers were inducted through competitive examination. The probationary officers were trained at PR Walton Training School, Lahore directly. After 1973, like all other occupational groups, Railways C&T officers inducted through CSS, started its journey along with other occupational groups as commoners. The first Railways commoner was Mr Nasir Zaidi, whereas in 30th CTP almost 15 probationers started their career as probationary officers at CSA Lahore. Railway administration runs the department at three levels i.e. Ministerial level, Headquarter level and at Divisional levels (six divisions). Important policy and strategic matters are sought after at First level, whereas, operational and administrative policies are formulated at Headquarter level by GM Railways and COPS (Chief Operating Superintendent), and train operations and commercial affairs at divisions are carried out at divisional offices under the co-ordination of DS (Divisional Superintendent).

Despite various shortcomings and problems, officers of C&T group are striving for bringing the best in Railways and ultimately in Pakistan and are proud to be a part of Railways family of commoners.

Information group

Like other Occupational Groups of the Central Superior Services (CSS), the Information Group plays a vital role in national image building within and abroad. After the completion of Common Training Programme at the Civil Services Academy, Lahore, the probationers join Information Services Academy in Islamabad with a view to acquiring specialized training in media management and public relations. On completion of specialized training, these officers are posted in (1) Press Information Department (PID) (2) External Publicity Wing (EP Wing) (3) Internal Publicity Wing (4) ABC (5) Directorate of Films and Publications (DFP), (6) Cyber Wing etc in the Ministry of Information & Broadcasting.

The Information Group officers posted in Press Information Department (PID) constantly work for the image building of federal ministries and their attached departments. These officers act as a bridge between the government and the media The Press Information Department is a very important department of the Ministry of Information & Broadcasting. This department is headed by Grade 21 Information Group officer PID headquarter is situated in Islamabad with its regional offices in Lahore, Karachi, Quetta, Peshawar, Multan, Faisalabad and Hyderabad. The External Publicity Wing (EP Wing) is the attached department of the Ministry of Information & Broadcasting headed by a Grade 21 officer of Information Group. EP Wing keeps constant liaison with Pakistani missions/embassies abroad. It also facilitates the visiting foreign journalists The Directorate of Films and Publications prepares documentaries and publications on the culture and civilization of different provinces of Pakistan It also brings out documentaries and special editions on important national occasions.

The Information Group officers are poised to serve in the power corridor They are usually posted as PRO, Press Secretary, Media Manager to Federal Ministers (Ministries) etc The senior officers participate in decision making at the highest level Officers of Grade 18 and above are posted as Press Attaché, Press Counselor and Press Minister at Pakistani missions/embassies abroad These officers project the image of Pakistan and counter the anti Pakistan propaganda The Information Group officers are also posted in corporations and other federal government departments on deputation.

Income Tax group

Income Tax Department is the wing of the Revenue Division (CBR) dealing with the collection of direct taxes, i.e. Income Tax and Wealth Tax. Very few people know about the specialized nature of the income tax work and the dedication and the hard work it demands. In recent times, there has been a lot of attention on the financial services in the structure of civil bureaucracy. Revenue collection is, by its very nature, an important job and with the ever diminishing foreign aid, the importance of tax collection is now being appreciated by everyone.

Income Tax Department is in the throes of change these days. The business processes, procedures and hierarchy is being remodeled to change the Department to a tax friendly, responsive and efficient organization. This restructuring also involves the reengineering of recruitment process, there is also focus on the implementation of information technology.

The Central Board of Revenue is probably the first government department to have a full-fledged Human Resource Wing with a senior person, of the level of member, heading it. There is considerable focus on evaluating the in vogue business procedures, infact, the present restructuring is aimed at a complete re-engineering of the business process of revenue collection. In a few years time, this Department will have evolved into an efficient tax friendly organization with a lean but highly trained and motivated workforce.

As a part of this strategy, model tax offices have been created at Karachi and Lahore for one or two classes of taxpayers. Further reforms will take into account, the experience gained during the operation of these pilot projects etc. As can be inferred from the focus and emphasis on the restructuring of the Income Tax and Sales Tax Departments, the Government is committed to bring about a positive change in the way the taxpayer and the tax collector interact and perceive each other.

Already there are indications that the Income Tax Group has moved up to number 2 or 3 in the priority list of the candidates aspiring to enter the prestigious civil service of Pakistan.

Commerce and Trade group

Consequent upon the introduction of Administrative Reforms of 1973 aiming to create Civil Services of specialized nature and responsibility, the Trade Service of Pakistan (TSP) was changed into Commerce & Trade Group to administer Export Promotion Bureau, Office of the Chief Controller of Imports & Exports, National Tariff Commission, Trade Marks Registry and Department of Insurance. The posts of Commercial Secretary/Counsellor in Pakistani missions abroad have been kept open to all services, due to the fact that the Office Memorandum under which the Commerce & Trade Group was created did not mention these posts.

Presently 50% posts in foreign missions are encadered in Commerce & Trade Group Departments like Tariff Commission, Office of the Chief Controller of Imports & Exports, Department of Insurance etc. are either working as autonomous bodies or declared as defunct organizations. Export Promotion Bureau has also been decided to be dismembered with the creation of autonomous body dealing with the marketing side. All this has squeezed the group into a smaller entity. As a result, there is no prospect for career planning for the young officers. The people at the helm of affairs may have to find new avenues for providing better career management through encaderment of 100% posts of Commercial Secretary/Counsellor in the foreign missions, encaderment of posts in different departments of the Ministries like Industries and Finance and in Provincial departments dealing with trade and commerce, and through promotional quota in Secretariat Group.

Accounts group

Pakistan Audit and Accounts Service operates under the constitution 1973, article 144 to 176, and is presently being run through Presidential Order No 23/2001.

The functions and powers of Auditor General Pakistan have been defined in the above mentioned order. The Auditor General enjoys a tenure posting of five years under the constitution. He is responsible to maintain accounts of the public sector organizations and is responsible to conduct audit of the same.

Recently the accounting functions of the Auditor General have been assigned to the Controller General of Accounts. The Controller General functions under the Auditor General of Pakistan. The Auditor General of Pakistan presents the annual accounts of the Ministries and Departments to the Federal and Provincial Public Accounts Committees respectively. The Accounting Offices of the Controller General of Accounts have been mainly divided into three major wings i.e. Civil (Federal / Provincial Governments), Railways and Military Accounts. These three wings are audited by independent offices headed by Directors General at the Federal and Provincial Level. The Audit of Military and Railway Wings is conducted at the Federal Level by the Audit Offices operating at the National Level. The Audit Reports are presented to the Federal Public Accounts Committee by the Auditor General and at the Provincial Level by respective Directors General.

Customs group

The Customs Group consists of three different categories of duties and taxes, namely, (1) Customs Duty, (2) Central Excise Duty, and (3) Sales Tax.

Customs service is divided into three major areas of trade activities viz (a) Imports, (b) Exports, and (c) Anti-Smuggling (Preventive) imports is the backbone of customs service which involves payment of customs duty on all the imports into the country. Exports are related with foreign exchange earnings and implementation of Exports Policy. Preventive department deals with anti-smuggling activities focusing mainly on prevention of drug smuggling.

Central Excise service is shrinking day by day. It is now an outdated mode of revenue collection Central Excise Duty is leviable on a few items. With the passage of time it is likely to be diminished.

Sales Tax is the tax of future. It is based upon VAT (Value Added Tax) mode of taxation system. It has been successfully implemented all over the world. Presently, the Sales Tax wing is collecting the largest share of revenue collected by CBR (Central Board of Revenue). It is a growing and expanding service The Sales Tax Act was passed in 1990.

All these three services are under the process of TAX REFORMS. A new vision of revenue collection and reforms has transformed the Customs, Excise and Sales Tax group into a service of the future. By introduction of LARGE TAX PAYERS UNIT and MODEL SALES TAX HOUSE, the Customs, Excise and Sales Tax group has become an agent of change. It is now the most modern, high-tech and forward looking service of the country.

Foreign Services of Pakistan (FSP):

Foreign Service of Pakistan was constituted on an ad hoc basis immediately on the birth of Pakistan. The Service was first given an executive fiat in a decision of the Federal Cabinet in July, 1948. A formal resolution constituting the service was announced in October 1952. It envisaged diplomatic posts in the Ministry of Foreign Affairs and in the Diplomatic and consular missions of Pakistan abroad. The resolution provided for the posts of (a) Secretary (1), (b) Joint Secretaries (2), (c) Deputy Secretaries (8), and (d) Under Secretaries (16) Posts for Pakistan Diplomatic Missions abroad provided for Ambassadors (17), High Commissioners (5), Ministers (4), Commissioners (1), Deputy High Commissioners (2), Counselors (15), First Secretaries (10), Second Secretaries (19), Third Secretaries (31), Consul General (3), Consul (4), and Vice Consul (7).

Between 1952 and 1960, the cadre strength was constantly kept under review and was enlarged by executive orders in view of the expanding requirements. However, shortage of personnel continued to plague the service. The total strength of the officers gradually increased both at the Headquarters and the Missions. In 1972 the total strength of the officers at the Headquarters and the Missions grew to 323. At present there are 403 officers both at the Headquarters and in our Missions.

The entry into the former Foreign Service of Pakistan through examination began in 1948. The Recruitment to the Officers cadre (Foreign Service of Pakistan) is through the competitive examination conducted annually by the Federal Public Service Commission (FPSC). The Establishment Division in consultation with the Ministry of Foreign Affairs announces annually the number of vacancies of officers in the Foreign Affairs Group, which vary from year to year. Officers of the Foreign Service of Pakistan undergo common training at the Civil Services Academy, Lahore and later are given six months specialized training at the Foreign Service Academy, Islamabad. The officers also undergo language training which includes Arabic, French, German, Chinese, Spanish etc. The training facilities at the National Institute of Modern Languages are availed to train the officers. Fully funded Language scholarships offered by other countries are also availed. The Ministry thus has a rich reservoir of officers who are well versed in different languages.

The Administrative Reforms introduced in 1973 provided for a unified structure of service with distinct specialized groups.

District Management Group (DMG):

Having its roots in the former Civil Service of Pakistan (CSP), the District Management Group (DMG) despite the recent historic restructuring of power and authority in Pakistan, continues to maintain its niche of being a central and one of the most coveted Administrative service groups of the Civil Service of Pakistan albeit with a slightly changed scope and mandate. The DMG basically draws its vigor from its singular service structure having forward and backward linkages Its unique service organization, on one hand attracts the top achievers in the civil services examination to this Group, and subsequently this structure having enormous horizontal and vertical mobility chances enables the selected officers to occupy critical and leading administrative positions from the very beginning of their careers. It is again these vast horizontal mobility opportunities, which facilitate most challenging openings to the DMG officers. They usually begin careers as administrative officers of Government at sub-division level responsible for a combination of judicial, executive & administrative functions. While this career opening has changed after the separation of judiciary from executive and devolution however, the DMG officers continue to occupy core administrative assignments in sub-divisions, districts or provincial governments. At the same time the DMG officers continue to have opportunities of serving in either of the three Government levels, their secretariats, in the field or in the semi-autonomous or autonomous bodies. It is this mobility (which continues through out the service progression), which facilities the growth and grooming of the DMG officers in myriad, multiple and crosscutting fields. This career path peculiar to the DMG officers eventually facilitates their entry into the top policy making officers of the country.

With the restructuring of the political & administrative authority after devolution the service structure of DMG was initially seen to be adversely impacted after the abolition of the all-powerful positions of the Assistant Commissioners, Deputy Commissioners and the Commissioners and the abolition of the executive magistracy’s office. Conversely the post devolution scenario has shown that the role and the scope of the administrative cadres especially the DMG officers occupying leadership positions as District Coordinating Officers has increased manifolds. It would not be out of place to mention that in the short moment of uncertainly at the dawn of devolution, the President of Pakistan himself assured the DMG officers about their rote in the affairs of the country saying that he expects the DMG officers to be the standard bearers of devolution. In his letter addressed to each DMG officer he categorically stated that he visualizes the future role of DMG in civil society as of a public service, motivated by the highest ideals of dedication, capability and responsiveness to public needs.

Police Services of Pakistan (PSP):

The Police Service of Pakistan (PSP) is comprised of police officers selected through the Federal Public Service Commission Entry is at the level of Assistant Superintendent
of Police.

Under the old Police Act, the Police had many responsibilities. But with the enforcement of Police Order 2002, it has been given a leadership role alongwith lot more responsibilities and accountabilities. Every new posting is a challenge it is a never ending war against crime, social evils and every day problems of the people residing in a particular area. The local representatives, i-e. Town Nazims, U C Nazims and Councilors at the grassroot level, are the eyes and ears of the Police. They give the information and guidance to serve the people in a better way. Their assistance and coordination are essentially important for the success of an area Police.

With the separation of Investigation and Prosecution, alongwith accountability through the local representatives, the Police is heading towards specialization and professionalism. It has time and energy to do its assigned task, be a part of the community and respond to the needs of the people. The Annual Policing Plan which sets the targets is required to be approved by the local representatives. Responsibility and accountability are, therefore, integrated in this check and balance system. It also signifies that the era of rulers and the ruled as over.

The Local Government system, alongwith Police Order 2002, has given the Police pride and respect. Instead of an instrument of the State power, the Police is now merged with the community to bring peace and prosperity to the nation as a whole. And the local population has responded very positively to this system. Their cooperation with the Police is encouraging. Their assistance in the construction of Police stations, hospitals, clinics, schools, industrial homes etc for the welfare of the Police and the public, and the initiative to establish Medical Camps through voluntary donations of medicines, food items and medical services in disease and flood-affected areas under the umbrella of the Police, are manifestations of some of the local population s support and assistance PSP is a complete way of life dedicated to the people.

The Federal Public Service Commission (FPSC) happened to announce the result of written examination of CSS 2008. According to result a total of 6571candidates applied in the examination of them 4247 appeared. As per result 530 male and 159 female candidates happened to pass the examination. FAQs

Question No. 1:
I want to appear for CSS exams but I don’t know where to get information about it?

Answer:
For those living in Pakistan, all good bookstores have CSS exam previous question papers and syllabus. FPSC announces every year holding the exams through national newspapers. Fresh syllabus is available from FPSC after that. It is advisable to start preparing well before FPSC advertisement. Visiting FPSC website may also be useful. For those living abroad, ask your friends to get CSS previous papers and syllabus from the market for you.

Question No. 2:
How many papers do I have to appear?

Usually the written exam comprises of Compulsory and optional subjects. Compulsory subjects include current affairs, Pakistan affairs, everyday science, English précis and composition, Islamiat and English Essay. There are a veriety of optional subjects available and you have to choose subjects to a certain marks, for example 600 marks. You may select six 100 marks subjects or any other combination that might be good for you. Written exams are followed by Viva voca for the successful candidates. This includes psychological tests, interview and group discussions. However for updated rules FPSC must be contacted.

Question No. 3:
I have completed my education and want to start preparing for the exam seriously. How do I get started?

You may like to begin by having a look at the syllabus for selecting your optional subjects. You may wish to start preparing optional or compulsory subjects as your study plan suggests. However beginners, at least most of them, need to improve their reading skills as well as vocabulary. So get in the habit of reading news papers and improve your vocabulary. Start writing on topics of your interest as well so that you start developing a good written expression. When the exams gets near, you will not get time for it so better improve your reading and writing skills earlier. If you feel that you are not confident about your English language, it is advisable to take corrections on your drafts from a teacher.

Question No 4:
I am studying at University and plan to take the CSS exams in few years time. Is there anything that I need to do?

Strong educational base always helps. Build good academic habits, read good books on literature, international politics and stay in touch with current affairs magazines so that you start developing a world view of things.

Question No. 5:
I cannot decide my optional subjects. Need help?

Selecting the right optional subjects for yourself always takes time. Try to select subjects of your strong area, previous educational background, interest as well as such subjects in which you have good guidance from CSS point of view. Meanwhile do not waste time and take on the compulsory subjects.

Question No. 6:
Which are the most scoring subjects?

Experience has shown that there is no formula or typical combination that gives more score. Examiner preferences may result in strict or lenient marking in some subject but there is no consistent pattern. So avoid falling in the trap of being told that a certain subject is scoring. High scores in a certain subject may only be one or two time phenomenon.

Question No. 7:
I just can’t do it. This is too much. I cannot handle so much pressure. There is so much left to study and there is so little time now. I think I should quit. Should I?

Absolutely NOT. Remember everyone is passing through the same stress. Feel strong! Even those who top the exams go through the same pressure. Feeling like having studied in the wrong way and having followed wrong study plan is just usual. As long as you were studying something, it will pay.

Question No. 8:
Does this mean that I don’t worry about my study plan?

No that’s not the point. Study plan is very important. You need to have a long term as well as a short term study plan, at least in your head. Gradually as you will discover your own strengths and pass through unpredictable areas in preparation, you may need to adjust your plan accordingly. But there is no success without discipline in your studies.

Question No 9:
Tell me one thing that is very very important?

There is more than one thing that is so important. First, keep looking at the previous question papers. They are the best guide for you. Second, don’t forget to improve your writing skills. Keep doing the writing practice. Finally, don’t loose heart. If you can aim for it then you can do it.

Question No 10:
Why do people fail after so much hard work?

Hard work in only the foundation. You need to build on that. Remember you are in a competitive exam where scoring marks is very important. So knowledge is required yet your tact and method of attempting the exam is as important. Love knowledge however keep the exam in mind and prioritize your studies according to it. Don’t waste time on areas that may not be important for exam point of view. Read the question vary carefully and answer only what has been asked.

“In pursuance of Section 7.A read with section 10 of’ the FPSC Ordinance, 1977, Chairman FPSC with the approval of the Federal Government has made, in supersession of competitive Examination Rules, 2006, the following rules for regulating the conduct of the competitive Examination, 2007”

2. (i) Places of the Examination.—The examination will be held simultaneously at Abbottabad, D.I. Khan, Faisalabad, Hyderabad, Islamabad, Karachi, Lahore, Larkana, Multan, Peshawar, Quetta and Sukkur.

(ii) The Commission reserves the right to finally decide the place where the candidates would be examined or interviewed.

(iii) The Competitive Examination comprises the following:-
* (a) Written Examination
* (b) Medical Test
* (c) Psychological Test: and
* (d) Viva Voce.

RULES FOR ADMISSION TO THE EXAMINATION

3. The examination will be conducted by the Federal Public Service Commission in accordance with the following Rules, subject to such changes as may be decided by the Government before finalizing appointments on the basis of this examination.

QUALIFICATIONS

AGE LIMITS

4. (i) A candidate for admission to the examination must have attained the age of 21 and must not have attained the age of 28 on 1st July 2007 (candidates born earlier than 2 July, l979) and later than 1st July 1986 will not be eligible).
[This is for 2007 exam]

(ii) The upper age-limit will be relaxed as follows:-

(a) By two years up to the age of 30 years in respect of the Candidates belonging to

(i) the Scheduled Caste and Buddhist Community.

(ii) the recognized Tribes who are permanent residents of the areas mentioned-below and whose families have been living in these areas:

(iii) Balochistan

(iv) Tribal areas of D. I. Khan and Peshawar Divisions (including former Frontier States of Dir, Swat, Chitral and Amb)

(v) Former excluded (Baluch) area forming part of the Dera Ghazi Khan and Rajanpur Districts.

(vi) Former tribal areas of Mardan and Hazara Divisions.

(vii) Upper Tanawal area of Hazara Division.

(b) By two years up to the age of 30 years in case of the candidates who are permanent residents of Azad Kashmir Territory and Northern Areas (which include Gilgit, Diamir, Baltistan, Ghizar and Ghanche) or candidates of Jammu and Kashmir States who live in either of the aforesaid areas or any other part of Pakistan.

(iii) By two years upto the age of thirty (30) years for Government Servants, including the Government servants of AJ&K, who have rendered not less than two years continuous Government service as on 1st July 2005.

(iv) The date of birth accepted by the Commission is that entered in the following documents:
o (a) Matriculation Certificate
o (b) Secondary or Higher Secondary School Leaving Certificate:
o (c) Certificate of birth from the Principal/Headmaster of the School from where a candidate has passed his/her GEC. ‘0’ level or equivalent examination, showing the date of birth in the School Admission Register:

(4) In case of Christian candidates, Baptismal or birth registration certificate.

(v) The decision as to which of the certificate is equivalent to Matric Certificate rests with the Commission.

(vi) Once a date of birth has been claimed and accepted by the Commission for the purpose of admission to an examination, no change will be allowed at a subsequent examination or selection.

(vii) Candidates claiming to belong to a scheduled caste will he required to submit a certificate from the District Magistrate in support of their claim. (Annexure ‘A’).

(viii) Candidates belonging to the Buddhist Community will he eligible for the concession mentioned at (a) above on production of certificate from District Magistrate. Political Agent or Deputy Commissioner, as the case may he, in support of their claim (Annexure ‘A’).

(ix) Only those candidates who are permanent residents of these areas mentioned at 4(ii) (a) (ii) above and whose families have been living in those areas will be eligible for the concession and in each case certificate from the Political Agent or the Deputy Commissioner will he required in this behalf. (Annexure ‘B’).

(x) Candidates claiming to belong to Azad Jammu and Kashmir will be required to submit a certificate from the Kashmir Affairs Division. Government of Pakistan, (Annexure-’C’).

(xi) Candidates claiming to belong to Northern Areas will be required to submit a certificate from the Deputy Commissioner or Political Agent. (Annexure-’B’).

(xii) The applications of Government Servants will also he governed by the Government Servants (Application for Services and Posts) Rules 1966 except that the chances will be not be allowed irrespective of the provisions of the Government Servants (Application for Services and Posts) Rules. 1966.

(xiii) The relaxation in age-limits prescribed in paragraph 4 (ii) and (iii) above shall be permitted up to the maximum period of an individual concession and not by the total period of the concessions taken together. if admissible in any case.

EDUCATION

5. (i) A candidate must hold at least a Bachelor degree in any faculty of one of the Pakistani Universities or an equivalent degree or comparable educational qualifications of a foreign University. (The candidate must have acquired the requisite qualification, on or before 1st July. 2007).

(ii) No candidate who has obtained a Third Division (or 'D' grade where result is declared under Semester System) in his Bachelor's Degree will be eligible for the Examination except in cases where he/she has obtained a higher Division in Master’s or Law Degree or where, from time to time, the Federal Government may relax the condition in respect of under developed under represented areas. For the Competitive Examination, 2007 this relaxation would he admissible to candidates front the following areas/regions

(a) Sindh (Rural)

(b) Balochistan

(c) Federally Administered Tribal Areas as defined in Article 246 of the Constitution of the Islamic Republic of Pakistan and Northern areas.

(d) Azad Kashmir

(iii) The decision as to which foreign degrees or comparable educational qualifications are equivalent to corresponding Pakistani degree rests solely with the Commission.

NATIONALITY

6. (i) The candidate for the examination must be a citizen of Pakistan or a person deriving his/her nationality from the State of Jammu and Kashmir.

(ii) A Woman-candidate who is otherwise eligible can also compete in the examination.

(iii) (a) In the case of candidate whose father belongs by birth or by origin to a Pakistan province/area it is immaterial where he/she has received his/her education or has resided. Such a candidate will be considered for appointment against the quota of vacancies reserved for the province/area to which his/her father belongs/belonged.

(b) A candidate who has acquired the citizenship of Pakistan by registration under the Pakistan Citizenship Act and the Rules made thereunder should attach to the application the certificate (attested copy thereof) of citizenship. A candidate who has not been registered as a citizen of Pakistan but claims that he/she should be deemed to be Citizen of Pakistan under the Pakistan Citizenship Act should submit proof to the effect that he/ she fulfils the conditions on the basis of which he/she claims to be deemed as a citizen of Pakistan. A candidate who derives his/her nationality from the State of Jammu and Kashmir should attach to the application a certificate issued by the Kashmir Affairs Division in support of his/her claim.

(c) A migrant candidate, whether residing in Pakistan or abroad will he admitted only against the quota of’ the province/region where his/her parents are domiciled and where they have resided for at least 3 years. However, the condition of 3 years residence would be deemed to have been fulfilled if the parents are officially domiciled in a particular province/region hut have been living in some other areas for a number of years due to exigencies of service. For this purpose the candidate will he required to produce a domicile certificate from a competent authority that his/her parents arc domiciled in the province/region concerned. In case the parents of migrant candidate have not migrated to Pakistan he/she would be admitted against the quota of the province/region where he/she himself/her self is domiciled and has resided or has been educated for a continuous period of three years immediately before applying for admission and consideration against the quota of a province/region.

(d) A candidate who belongs to a province/area by migration should submit a certificate of domicile along with the domicile certificate of his/her father (attested copies only) in the form prescribed in Appendix XIV of the Pakistan Citizenship Rules 1952, and should also furnish proof of 3 years residence or education in the province/area concerned.

(e) A candidate claiming his/her father as dead should submit an Affidavit in support of the fact of his/her father’s death, on Court stamp paper duly attested by Notary Public/Oath Commissioner He/she should also clearly state as to what was the place of domicile of his/her father before (father’s) death. In case a candidate submits the domicile certificate obtained earlier of his/her deceased father there is no need to submit Affidavit.

(f) The domicile of a married female candidate will be accepted to he the same as that of her husband. However, in the case of a widow or divorced candidate, she will be considered for appointment against the domicile of her father, provided she submits an Affidavit including place of domicile of her ex-husband along with a certificate from the Union Council/Civil Judge in support of her statement.

(g) Only those candidates shall be considered for vacancies reserved for Azad Jammu and Kashmir whose application forms for the Competitive Examination are accompanied by the domicile certificate along with Permanent Residence Certificate, issued by the Kashmir Affairs Division of that territory. No such certificates shall be accepted at any later Stage.

(h) The domicile once claimed and accepted by the Commission for the purpose of admission to an examination, no change will be allowed at a subsequent examination or selection.

(i) The domicile claimed by a candidate and accepted by the Government at the time of entry into Government service shall be treated as final throughout his/her service career and no subsequent change in his/ her domicile will be recognised for the purpose of terms and conditions of his/her service including his/her allocation and liability to transfer.

(j) The cut off date for determining the eligibility of the candidate in terms of age, qualifications, domicile etc. is 1st July 2003.

(iv) A candidate who has married a person who is not a citizen of Pakistan shall not be eligible for appointment provided that a person who marries an Indian national with the prior permission of Government may be regarded as eligible for appointment.

(v) A candidate will not be allocated to the Foreign Service of Pakistan if his/her spouse is also a candidate for this or previous Competitive Examination and has been or likely to he allocated to some service/occupational Group. An undertaking will be obtained in this regard at the time of viva Voce/Psychological Tests.

GENERAL

7. (1) A candidate must satisfy the Federal Public Service Commission that he/she is suitable in all respects for employment under the Government.

(ii) No candidate will be admitted to the examination who does not hold a certificate of admission from the Commission.

(iii) The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the examination shall be final.

(iv) Candidates are cautioned that if an application which is not signed and or is received incomplete or wrongly filled in and is not accompanied with any of the documents mentioned in sub-paragraphs (i) to (vii) of porn 12 of the Instructions to Candidates it will be summarily rejected and no appeal against its rejection will be entertained.

(v) Caution-A candidate who knowingly furnishes any particular which is false, or suppresses material information or attempts to influence the Commission, officers or members of the staff of the Commission or to obtain support for his/her candidature by improper means, or deliberately submits forged certificates or tampers with the entries in his/her age and educational certificates, or misbehaves in the examination hall or uses unfair means or found guilty of’ misconduct during medical and V. V. tests may be disqualified for this and/or subsequent examinations/selections held by the Commission or criminally prosecuted and debarred from employment under Government.

(vi) A candidate who, even after his appointment, is found to have knowingly furnished any particulars which are false or to have suppressed immaterial information will be liable to dismissal from Service.

(vii) Certificates of age and educational qualifications in which any entry is overwritten, altered erased. mutilated or tampered with in ally way or the genuineness of which is otherwise doubted will be liable to be impounded till such time as the Commission considers it necessary.

(viii) Answer papers in all the subjects Of examination are secret documents and cannot, therefore, be permitted to be seen by the candidates or their representatives nor re-examination of answer books/scripts is allowed under any circumstances A candidate desirous of getting of his/her marks, awarded by the examiners re-counted may submit his request for the purpose within one month from the date of issue of result card/marks sheet along with a Treasury Challan of Rs. 100/- per paper as fee for re-checking re-counting marks only Thereafter, no such request will be entertained.

(ix) The Answer books of the Candidates will be retained in the office of the Federal Public Service Commission for one year only and thereafter the same will be destroyed. Candidates are, therefore, cautioned that any query relating to their Answer books should be made within the specified period thereafter, no request in this regard will be entertained.

(x) The candidates are cautioned that wrong selection of subjects will lead to summary rejection under para 7 (iv) and no appeal will be entertained against this rejection. Change of optional subjects is not allowed.

(xi) Grace marks are not allowed.

SUBMISSION OF APPLICATION

8. (i) A candidate seeking admission to the examination must apply to the Federal Public Service Commission, Islamabad on the prescribed form of application and the same must reach the Commission on or before the closing date. No extra time is allowed for postal transit etc.

(ii) Government servants who fulfil the conditions laid down in these rules are eligible for admission to the examination if permitted by the competent authority in their departments or offices. No Government servant shall be competent to apply without the permission in writing of his/bet’ department/office as the case may be and such permissions must accompany the application. Candidates who join Government service after submitting their applications for admission to the examination should also submit the departmental permission immediately thereafter.

(iii) Armed Forces candidates to route their applications through proper channel of their Services. Applications not routed through proper channel will be rejected summarily.

(iv) A candidate who after submitting such Departmental permission, joins Civil Service Academy or is transferred to another department, should also obtain the permission of that Department and submit the same to the Commission as soon as possible.

(v) A candidate who has left Government service should submit with his/her application the original as well as a copy of his/her discharge/service certificate.

(vi) Number of Attempts. No candidate will be permitted to attempt more than thrice at the examination.

Explanation: A candidate shall be deemed to have attempted at the examination if he/she actually appears in any one or more papers.

(vii) If a candidate who took the Competitive Examination of 2002 wishes to apply for admission to the of 2003 he/she must submit an application by the prescribed date without waiting for the result of 2002. If subsequently it is not necessary for him/her to take the 2003 written examination his/her examination fee will not be refunded.

(viii) No plea that an application form or a letter concerning such form, has been lost or delayed in the post, will he entertained unless the per son making the allegation produces a post office registration receipt.

(ix) The maximum number of candidates to be admitted to this examination may, in the discretion of Government be limited to such number as Government may decide. If a limit is imposed and the number of candidates exceeds that limit, the Commission shall select from amongst the applicants those who shall he admitted to the examination and in doing so, shall have regard to the suitability of the applicants and to adequate representation of the Provinces/Areas of Pakistan as well as of the various age concessions.

SUBJECTS OF EXAMINATION

9. The subjects for the competitive examination will be as given in Appendix I.

FEES

10. Candidates must pay fees as prescribed in Appendix II. No claim for refund of any fee will be entertained nor can the fees paid be held in reserve for another examination or selection.

VACANCIES

11. The approximate number of vacancies in BS-I7 to be tilled on the results of this examination will be announced later. The Government how ever, reserve the right to till a smaller or larger number of vacancies than that announced.

APPOINTMENTS

12. Subject to the Recruitment policy explained in Appendix-III of these Rules. Candidates securing the highest places on the combined results of the written Examination, Psychological and Viva Voce tests and eligible for appointment will be appointed upto the number of vacancies available. No candidate will, however, be considered for appointment to any of the Groups/Services for which he/she has been declared “not suitable” by the Commission at the time of Viva Voce test.

13. (i) Success in the examination confers no right to appointment. Appointments will be made only after the Government is satisfied, after such inquiry as may be necessary, that the candidate is suitable in all respects for appointment to the Public Service and subject to the availability of vacancies.

(ii) “CANDIDATES WILL BE CONSIDERED FOR THOSE GROUPS/SERVICES ONLY WHICH THEY INDICATE IN THE APPLICATION FORM. NO CANDIDATE WILL BE CONSIDERED FOR THE GROUPS/SERVICES WHICH HE/SHE WILL NOT MENTION IN THE FORM. CANDIDATES WILL HOWEVER. BE GIVEN A CHANCE TO REVISE THEIR CHOICE OF OCCUPATIONAL GROUPS AT THE TIME OF THE VIVA VOCE TEST. PREFERENCES SC) REVISED AT THE TIME OF VIVA-VOCE TEST SHALL BE TREATED AS FINAL AND NO SUBSEQUENT CHANGE WILL BE ALLOWED UNDER ANY CIRCUMSTANCES.

14. The Commission reserves the right to change the schedule of the examination as well as to cancel any paper/papers or the entire Competitive Examination without assigning any reason.

15. The Government reserves the right to allocate a candidate against any Group/Service irrespective of his/her preferences, in the public interest. No appeal against the decision of the Government will be entertained.
